This accessibility statement applies to the site www.joensuu.fi.
The Act on the Provision of Digital Services, which stipulates that public online services must be accessible, is applied to the service.
Level A and AA criteria of WCAG 2.1 accessibility requirements have been followed in the design and implementation of the website. The website has been published on 27th of February 2019.
The online service meets mostly the accessibility requirements. The accessibility of the online service has been evaluated by Avaava Digital Oy in 2019.
This accessibility statement has been updated on 11th of June 2025.
Shortcomings observed in the online service
- Semantic Heading Structure: The heading tags used (H1–H4) contain skipped levels because the site’s anchor/jump links are implemented as H2 headings, and non-anchor/jump links are implemented as H3 headings. As a result, the heading following an H1 is either H2 or H3.
- Calendar Embeds: The embedded Google Calendar on www.joensuu.fi/ohjaamo does not meet accessibility requirements.
- PDF Files: PDF files have been added to the site, but they are not accessible.
- Missing Alternative Descriptions for Images: Not all images have been provided with alt text.
- Text Contrast Does Not Meet Minimum Requirements: In some elements, the text contrast does not meet minimum accessibility standards. These may appear in page numbering within various listings.
- Power BI Reports: The site contains links to Power BI reports, whose accessibility could not be verified.
- Elements with Only Visual Sub-elements Lack Focusable Content: Elements that contain only visual sub-elements do not have focusable content.
- Feedback System Deficiencies: The map icons in the feedback form lack accessible names, and the form buttons are missing accessible labels.

Supervisory authority
If you notice accessibility problems on the site, first, give feedback to us, the administrator of the site. It may take 14 days before we answer. If you aren’t satisfied with the answer you received or you don’t receive any answer within two weeks, you can report the supervisory authority.
