The city of Joensuu has drafted a balanced budget for next year, with revenue equalling expenditure. It is estimated that the city will gain 275m euros in tax revenue and receive approximately 141m euros in central government transfers. Joensuu will contribute 236m euros to cover the costs of Siun Sote health and social services. The city's borrowing stands at 3,308 euros per inhabitant.

Over the next three years, Joensuu will spend 137m euros on construction. The bulk will go to the improvement of day care centres and schools.

The school in Sirkkala will be converted into an upper comprehensive. New lower comprehensive schools will be built in Marjala and Karsikko, and the development plans for schools in Eno and Tuupovaara will be implemented. Moreover, planning will start to meet the requirements of the Hammaslahti school. Day care centres will be built in Pajakatu and Jukolankatu.

A second training ice rink will be completed, and the city will build Mehtimäki Hall and Sirkkala sports centre as well as renovating the central sports ground in Mehtimäki.

The income tax rate remains at 20.50 percent and the general property tax rate at 1.1 percent. The budget is to be approved by the City Council on November 26.
